Setup Help: Merge Condition applied after the form submission.

Long time listener, first time caller-
I'm hopeful the fix is one small thing I'm missing and I'm hopeful this group can help me identify the issue. Here's what we have going on:
  • I'm supporting a team that is collecting referrals via a form.
  • End user submits their referral using the form. The manager goes in and assigns the referral to a member of the team using a dropdown 
  • We have a merge condition set to not null for the email dropdown column.
  • Trigger is set to be time trigger, every hour.
We're not able to get the job to run on the hour, only manually. Could it be the dropdown's causing the issue? We've tried relinking the form to a new sheet and the same results. Many thanks in advance for your thoughts and time!

What happens if you create a new column that points to the column with the dropdown.

If d contains the dropdown then =d in column e should give a column to test for NOT NULL.  I'm thinking that the dropdown isn't stored like a regular value.

Can you create a small example with the form, spreadsheet and template?
