CARTO Mobile SDK 4.1.3 rc.1

Hello,

We have available CARTO Mobile SDK 4.1.3 - maintenance update RC.1. Please test with your apps, and if any issues, or even if there is none, let me know.

It is drop-in replacement, just to use new features you need to add some lines of code. Main ones worth to mention:

- Geocoding-related things: added TomTom service, language parameters

- Text rendering: added background color and border style support

- Layer Opacity - can make any layer type half-transparent. Original intention was to fix wide semitransparent lines, which have otherwise line turn artefacts, but can be used for any other layer also now.
