Title 9 investigators

My administration is combining several student services this fall. One request is that I consider having my front office secretary position be offered to our current Title 9 investigator. I think this will undermine our non-mandated "safe zone" in the health services department. Is it even legally a good idea? Any thoughts are welcome.
