I'm trying to reach the nunit download site since I need the console-
runner for our deployment pipeline.
However the website keeps timing out, unable to reach the host.

I've tried from different networks, yet I cannot access the website.

Anyone have similar issues, is the expected?

Yes, when accessing from Germany, nunit.org seems to be offline, as well.

For downloads, the simplest solution is to go to launchpad...

I did a reboot. The site is up and appears to be functioning normally now.
