ANN: Numexpr repo migrated to GitHub

This has been discussed in another thread, but it deserves to be clearly
announced:

I have been able to migrate the code and tickets pretty easily (thanks
Arthur Debert:
https://github.com/arthur-debert/google-code-issues-migrator). I also
migrated most of the documentation from one wiki to the other. The best
fit I could find for the Google Code wiki idiom in GitHub was 'Creole',
but the result is not nice enough. If any kind soul wants to put some
love updating the docs in the new GitHub wiki, tell me a I will grant
administrative privileges to you for doing that.

I have added a clear notice at the beginning of the project page in the
old repo at:

http://code.google.com/p/numexpr/

And also added a ticket asking people do not file more tickets in the
old repo (if anyone knows how to disable adding tickets in Google Code,
please tell me).

Now, my focus is in fixing some remaining bugs, and then release Numexpr
2.3 as soon as possible. So if anyone has some pending fixes, please
send your PRs (the whole reason for the migration!) as soon as possible.
