Work on getting the largest number down. Its generally seems better to
have a bunch of stuff at +/- 2 than a bunch of zeros or ones and a +/-
4.
Also don't do too many shift moves, but its totally worth a coupe of
shift moves to get a row or column of all positives or all negatives.
