A couple things about spin detection and garbage

Is there a reason why spin detection is only triggered when a piece
was rotated while touching the floor? Particularly (only?) in all-
spins, this breaks some rotate-clears that meet all other spin
criteria. I think this restriction should be removed unless there's a
good reason for it (maybe that's how it always works? Anyone with TPD
want to check a floating ZSS on the side?)

I also wound up defining minis in Immobile all-spins, including
doubles and triples (testing just now shows me that the game doesn't
actually announce ISMT, whoops?). In King of Stackers, all minis are
simply -1 attack. (Spin mini single = +1, +2 with b2b; spin mini
triple = +5). I would like to make this an option; any objections?
Immobile allspins is undefined territory, but it seems a little bit
confusing to change the behavior just for that combination of modes,
so it makes more sense to apply the garbage rules globally and just
make them optional.

Thinking about it on the way to work, I think that the following two
changes would suit best:

1) Recognize the mini flag for all line clear types. Attack - 1. The
spin detection takes care of whether a clear is a mini, so this would
only affect Immobile at the moment, and it would affect it by making
it behave how it was supposed to (basically a bug fix)
2) Have a checkbox for whether mini singles send lines or not. This
would also be useful because this varies in guideline 3-point vs
games, yes?

With these two, and enabling mini single garbage, Immobile All-spins
should behave the same as KoS.
