how to provide least priviledge access to users on Linux platform

Hi,
 
I want to recommend to my client to have least priviledge access to users (who ideally do not need ROOT access) on Linux platform.
 
as on Windows platform, we have Power users with limited user rights compare to administrator.
 
Please let me know if anyone already worked on this.

Sudo and combination of permission/acl can be used to achieve same...explore sudo and sudoers file.

Best option would be to use SUDO and providing the privileges based on each support group business required privileges.

Also ensure that the NOEXEC is used for the restricting the shell escaping commands.
