The
Arts of Transparency

Once the NPT Review Conference enters in its
final week, the
outcome document
is typically
hashed out behind
closed doors.
Often, a select
group of states
holds then pen,
slashing and
burning until they
can get something
close to a
consensus
document. Of
course, during the
last two review
cycles, this
non-transparent
process has failed
to produce an
agreed document.
In an attempt to
do something
different this
time, the
President of the
Conference,
Ambassador Do Hung
Viet of Viet Nam,
initiated
discussions on the
second revised draft outcome document in a
plenary meeting on
Monday, open to
observers and
civil society.
While it was slow
going through the
paragraphs, it was
important that all
states were able
to participate in
shaping the
document, and that
the rest of us
were able to
witness the
nuances and
direction of
travel. However,
by Tuesday, some
states parties
requested the
meeting be closed.
Civil society and
observers were
once again shut
out of the
process. It
remains to be seen
if the plenary
will open back up
later today or
later this week,
but for now, our
report in this
edition of the NPT
News in Review
only goes until to
paragraph 14 of
the draft
document.
