Palisades Steam Generator Repair Meeting with Petitioner and Licensee set for 10:00am Thursday

Holtec International's own nuclear engineering contractor, Framatome, on March 19, 2026 admitted in a report that Palisades atomic reactor cannot operate more than 14.5 months, without "the Probability of Burst" of dangerously degraded, safety-critical steam generator tubes "exponentially" increasing. The discovery of steam generator tube damage 250 times greater than during the previous outage’s inspection has not been scrutinized. The NRC has never asked Holtec to analyze any lingering effects from chemical hideout that may cause further long term damage if Palisades were to return to service. The NRC has not required Holtec to determine the root cause of this extensive outbreak of safe-end tube damage. There is nothing on historical record where a nuclear power plant was allowed to restart after it sat for two years with unmonitored water chemistry in excess of industry water quality standards.
On behalf of Petitioners, nuclear engineer Arnie Gundersen, with 55 years of relevant experience, documented Framatome's admission in a White Paper (ML26107A109) entitled "The Nuclear Regulatory Commission's Double Standard: A Historical Overview of NRC's Inspection Requirements at Millstone 1, Turkey Point, and Holtec's Palisades." Gundersen's detailed report, including analysis based on his own direct professional experience, warns that nuclear power safety regulation has been dangerously weakened over the past half-century, risking dire consequences for the Great Lakes State, given Palisades' impending, unprecedented restart. The White Paper was sent on April 2, 2026 to Palisades Restart Panel which then sent to NRC's 2.206 Petition Review Board for burial. The Petition Review Board has now granted Petitioners a Public Meeting on Thursday before final burial. Toledo based attorney Terry J. Lodge and nuclear engineer Arnie Gundersen will be presenting Thursday morning.
The Coalition contends that the NRC has abdicated its legal responsibility to ensure that Palisades is SAFE – full stop – SAFE and instead sees its role as approving Palisades as SAFE ENOUGH to begin operation for a short period of time.
