Dear Ellen Thomas,
On July 19, United
States Congressmember
Pramila
Jayapal
released an Open letter
to President Biden
on Support for
Diplomacy to end the
Ukraine war!,
and circulated it to
other Members of
Congress to sign on.
The letter condemns
Russia’s invasion of
Ukraine, expresses
concerns about the
conflict potentially
escalating and risking
the use of nuclear
weapons, and urges the
Biden administration
to pursue all possible
diplomatic avenues to
support Ukraine in
achieving a peaceful,
negotiated settlement
to this war and
avoiding an open-ended
conflict.
Washington
Physicians for
Social
Responsibility
have set up an action page
for US citizens to
encourage their
congressional
representatives to
endorse the Open
Letter.

A
bold idea: A nuclear
weapons trade-off to
end the war
On
July 19, The
Hill published Nuclear
strategy and ending
the war in Ukraine,
a very interesting
article by Oscar
Arias, Nobel
Peace Laureate and
former President of
Costa Rica; and Jonathan
Granoff, PNND
Council Member and
President of the
Global Security
Institute.
Mr Arias and Mr Granoff
propose that the United
States and NATO "plan
and prepare for
withdrawal of all U.S.
nuclear warheads from
Europe and Turkey"
as a way to "get
Putin’s attention and
bring him to the
negotiating table"
and possibly agree to
end the war.
It's a very interesting
and bold
proposal that could
possibly work.
It would allow Putin a
way to end the invasion
by claiming domestically
(to Russians) that he
had scored a victory -
the elimination of US
nuclear weapons in
Europe. At the same time
it would not diminish
the security of NATO
countries wihch ascribe
to nuclear deterrence,
as such deterrence does
not rely on the US
nuclear weapons being
based in Europe.
According to the two
authors "NATO’s
nuclear arsenal failed
to deter Russia’s
invasion of Ukraine
and has almost no
utility as a weapon of
war. But NATO’s
nuclear weapons can
still be put to good
use, not by
threatening to launch
them and escalate the
war, but by
withdrawing them to
make room for new
negotiations and
eventual peace."

Nuclear disarmament in
the wake of the
Russia/Ukraine war
We
cordially remind you of
the annual
meeting on
Saturday July 23 of Abolition
2000, the global
civil society network to
eliminate nuclear
weapons (and end war).
PNND and Abolition 2000
are affiliated networks,
cooperating on a number
of projects. (See PNND
Report to the
Abolition 2000 Annual
Meeting).
Everyone is invited to
attend. The Annual
Meeting will include:
- campaign
updates and reports;
- a strategy discussion focusing on how the
Russia/Ukraine war
effects peace and
nuclear disarmament
work;
- movement building.
It
will be held in multiple
sessions at different
times to enable your
participation regardless
of where you reside and
in which time-zone you
will be on Saturday.
