In a short plenary meeting on Thursday morning, the President said that the new draft reflects his best effort at finding consensus at a time when “divergences seem to outnumber convergences.” He asked states parties not to consider how to improve paragraphs at this point, but to decide whether they can be accepted, considering the document as a whole and in a spirit of compromise and flexibility.
