Nubis Release v1.4.0

We are happy to announce the most recent release of the Nubis platform.

The Nubis Platform engineering team has been hard at work and this release includes major enhancements to both monitoring and cost savings.

Some highlights for this release include:
 - Nearly $7k/mo cost reduction

 - Federated monitoring, completely removing any reliance on DataDog

 - Complete release tooling rewrite with full support for patch (security) releases

 - 150 Issues Opened Since Last Release
 - 155 Issues Closed
 - 195 Issues Remaining
