`propose` command

I've got a new command in the develop branch right now.

The `propose` command can be used to see what adding a new package might do. It started as a way to play with the conflict detection and resolution stuff, but maybe we should leave it it.

Anyway, perhaps we should release a pre-release gem from the develop branch so people can play with the propose command and get me some feedback. Any thoughts?
