Copilot email sent to a mailbox that is not licensed for copilot

So we have a mailbox that is an internal submission only Exchange online account.  It forwards the email to another person who has a Micorsoft copilot license.

In this small org, two users (me) and him have copilot. Everyone else does not.

This morning there was a bunch of "Hey use copilot more effectively" emails sent to about 9 mailboxes in the org.
Not me
One to the person who has copilot
Seven others to Exchange only or Exchange kiosk users and thus no copilot.

ONE to a mailbox that is used as an account that receives info only and then forwards on to this other person.

Did Microsoft send out emails inadvertently? Are they reading/scraping or anything else that makes the social tech news immediately scream that we need to move to Linux?

 

How can I determine how this email address became subject to emails?

I always recommend my clients to disable spam, eh notifications, from Microsoft.

 

I’ve also seen that in any client where some optional feature is installed for a few accounts (think PowerBi or Copilot) that lots of the other accounts get the spam about it.
