I'm pretty sure this has been discussed here before, but I can't find the messages.

I'm starting to see "Suggested" popups for games and other things on my work laptop, which means our users probably are also.

What GPO settings control this? I've already turned off New and Interest in the taskbar, but this is perhaps even more annoying, and less business-oriented.

STFW talks about Win11, but I don't see much for Win10.

After installing the August 2023 CU for Win 10 22H2 on one of my test workstations (which is joined to an AD on-premises domain) I got a notification about some new crapware that I could download from the Microsoft Store. It appeared in Notifications--and what's odd is that I have that completely turned off by Local GPO (both Hide critical and Hide all Notifications are enabled).

On this machine I also saw that Settings>Personalization>Start>Show suggestions occasionally in Start was turned on. I normally turn that off when I set up computers but I don't know for sure that it was turned off on the test machine. It seems to me that it might be a relatively newly-added setting that came into existence some time after I set up the machine. Anyway, after I saw that I double-checked that setting before I applied the CU, and did not find it mysteriously turned on after the update. I haven't seen pop-ups like this anywhere else--and no one has reported them, but they might not anyway, since their home computers are probably riddled with this junk and they just think it's normal.

What disgusts me is when the pop up suggests something that can only be gotten in the Microsoft Store, but the store is disabled. MS could easily configure it to check before advertising.

It's a lot like pharmaceutical ads (in the USA) telling viewers, "Ask your doctor about 'Snayxoyl' if you think 'Snayxoyl' is right for you." Just the act of patients/users asking makes the doctor/sysadmin start thinking about whether they should provide it.

It's the technical equivalent of putting all the candy at the checkout at eye level of the kids. Parents just want them to be quiet so they give in. MS is hoping for the same and that you'll turn the store back on. They don't want to do what admins want, they want to do what they want, and they're willing to do whatever it takes to make admins change their minds and drink the Kool-aid.
