What disgusts me is when the pop up suggests something that can only be gotten in the Microsoft Store, but the store is disabled. MS could easily configure it to check before advertising.
It's a lot like pharmaceutical ads (in the USA) telling viewers, "Ask your doctor about 'Snayxoyl' if you think 'Snayxoyl' is right for you." Just the act of patients/users asking makes the doctor/sysadmin start thinking about whether they should provide it.
