GPO suddenly the safe sender list are not added to user's email

Hi,

We do have a GPO that currently imports a safe sender list into User's junk folder in Outlook. This GPO has been in place for a while, but suddenly the safe sender list are not added to user's email.

safe sender txt file corrupt or file format ?


   User Configuration > Adminitrative Templates > Microsoft Office Outlook 2016/Tools | Options.../Preferences/Junk E-mail

     Add e-mail recipients to users' Safe Senders Lists : Enabled
 
 Trigger to apply junk email list settings : Enabled
 
 Trust e-mail from contacts : Enabled

     Specify path to Safe Senders list (Enabled)
        Specify full path and filename......   \\domain\dfs\somewhere\safesenders.list


Any ideas why outlook is not importing the safe sender list?


Our exchange environment as per below

4 MBX in a DAG Exchange 2019, running Windows 2022.

All VMs resides on a VMWare host, no performance issues, and users run Outlook 2016/2019 Windows 10/11. Domain Forest functional level Windows 2016

Can a user to whom the policy is applied open the file in notepad?

 

If not, it’s a permissions issue.

 

If yes, check resultant-set-of-policy (RSOP).

Yes

 

If not, it’s a permissions issue.

 

If yes, check resultant-set-of-policy (RSOP).

I am running RSOP on client. Looks good.


Could it be related to the file format?

So , What should be the encoding type? UTF-8, UTF-16, UTF-32 & BOM
