For basic viewing/reading, I like SumatraPDF (https://www.sumatrapdfreader.org/free-pdf-reader)

You can't fill out forms with it though.

I will say that if FoxIt is on the chopping block (i.e. federal ban), that really sucks because I need a small, few licenses for a PDF editor that is licensed per machine, not per user. Both Acrobat Pro and PDFxchange Editor are licensed exclusively per user. I was just about to pull the trigger on FoxIt PDF Editor because I couldn't find another (simple) solution.

Pretty sure Foxit will let you lease per user. I did not see per computer.options a few years ago. They stopped doing perpetual license. Maybe not much less expensive than Adobe.

Still sell perpetual licenses but they try their best to only sell subscriptions.

Foxit proposes User license and each user can activate the license on 4 devices.

As an alternative, may be ABBYY Fine reader, which comes with rich features. They also propose seat or concurrent license. Seat license authorizes to activate license on 2 devices what I recall from my memory.

The concurrent one let more users to use the product as long as a license token is available in the license server. The license is used when using the product then become available in the pool.
