Quorum resource 'Cluster Group' is not online on server

Hi,

Our current setup is Primary Site and DR site with a DAG.

Primary site is having 4 Mailbox servers, 2 hubcas servers with an NLB.

DR Site is having 4 mailbox server, one CAS server. (Two FSW servers, primary FSW - Primary site HUBCAS, Alternate FSW is DR site HUBCAS)

FSW was in alternate FSW and we moved it to Primary FSW. And now when run cluster group command it shows the below output, what is the reason for cluster group to show as Partially online. This DR-MBX-01 is the PAM.

How can we make it online? Move PAM also to Primary site ?

Get-DatabaseAvailabilityGroup -Status | fl : It shows WitnessShare InUse: PRIMARY

Available Storage PR-MBX-02 Offline

DAG is working fine, replication also ok.
