WUAUSERV stuck at "Stopping" on Win 2019

I have a Win 2019 server, and I am seeing event ID 10029 "The activation of the CLSID {E60687F7-01A1-40AA-86AC-DB1CBF673334} timed out waiting for the service wuauserv to stop." Additionally, the "Windows Update" service is shown stuck at "Stopping". 

None of my searches seem applicable - I've seen recommendations to uninstall the Veeam Agent (which I don't have), and others say to re-install the update agent (which is applicable to Win 7/8/2012, not 2019).


This recommends uninstalling Google Chrome, which I also don't have. :-) I'm also not seeing any 10010 errors.

Anyone have any pointers or directions to go next? I seem to be unique in that I don't have any other conditions. :-)

Based on what they found above – look for something that might be pulling or conflicting with windows update.

 

Maybe do a rename of the softwaredistribution folder?

(You’d probably have to do a reboot first then properly stop the service before the rename.)

I did see that link. And my usual fix for WU problems does include deleting the Software Distribution folder (after stopping the service), along with refreshing the kerberos tickets (to refresh group membership, which drives my GPO settings for updates), and forcing a GPUPDATE (to make sure it gets the settings to point to WSUS, etc). And then resetting the entry in WSUS (WUAUCLT /resetauthorization /detectnow)

I'll see if I can schedule a reboot for this server, and run that again. Hopefully I can stop the service ...

I tried the other standard fixes for service not starting (i.e., adding LOCAL SERVICE to the permissions of the APPID, but it said I couldn't do that, I didn't have permission (even though I was local administrator).

I was able to reboot it, and afterwards I lived in, I was able to stop the service, deleted the folder, and the other test strips. So far it all looks ok again.
