Do not blame older Windows versions when Win10 networking can be blamed.Do not blame IPv4 when you can blame IPv6.
Places to look in relative order:
* Server hardware
** CPU, RAM, Storage I/O (Disk Queue Depth, Latency)
** 
* Network connectivity
** 10GbE at the minimum in network adapters, CAT6 patch, and switching
* As above but for user endpoints
For higher demand power users we’re finding the need for 10GbE end to end where file transfer is key. This means going through the whole stack to make sure that there are no weak links.
It’s not a piecemeal effort either meaning changing one component here or there.

Before you spend money, have you:
[1] enabled LargeSystemCache in the registry?
[2] enabled disk write caching?
[3] disabled 8.3 name creation?
