It is permissible to do any of the things mentioned, but I cannot guarantee any of that information will be looked at. The judges will be given copies of each of the 20 submittals a few days before the judging to review each design as it relates to their expertise. On September 20th, the judges will come together to pick and score their finalists. The judges will have roughly 20 minutes to discuss and debate the merits of each proposal before scoring them. Depending on the time it actually takes, they may or may not have time to go back and dive into that depth of scrutiny. If the two submittal scores are really close and they begin to look for things to distinguish two submittals, they may look deeper into the design concepts and venture into the hyperlinks.
