Written Supplemental Report and Powerpoint Hyperlink Question

In the project submittal instructions under the "Hyperlinked Files" section, the instructions state that "examples of files you may want to hyperlink [to the powerpoint slides] include the Design Concept Overview, Hydrologic/Drainage Modeling Justification, Project Cost Estimates with a Comparison to the Project Costs if Traditionally Developed".  Is it permitted to include all of these documents in a separate single engineering report document, and then hyperlink this one document into a single slide, such as the opening slide or last slide?  Also, would it be helpful (and permissible) to have a separate written narrative document for each slide which further explains each slide, and then hyperlink each of those supplemental documents to each slide?  Or is this too much information?  Some guidance in this regard would be appreciated.  Thank you.

It is permissible to do any of the things mentioned, but I cannot guarantee any of that information will be looked at.  The judges will be given copies of each of the 20 submittals a few days before the judging to review each design as it relates to their expertise.  On September 20^th, the judges will come together to pick and score their finalists. The judges will have roughly 20 minutes to discuss and debate the merits of each proposal before scoring them.  Depending on the time it actually takes, they may or may not have time to go back and dive into that depth of scrutiny.  If the two submittal scores are really close and they begin to look for things to distinguish two submittals, they may look deeper into the design concepts and venture into the hyperlinks. 

 

I hope this offers some clarity into the judging process.
