Not sure how that is going to work. Here's how the conversation goes...

"Ok, so you want £25 to switch me from my current 1.5 mb service to 3MB so I
can continue paying you 37.99 a month? And this charge only applies to
existing customers?"

"In that case, I'll cancel and re-apply in a week as a new customer"

Surely even NTL can't be dumb enough to think it can treat its customers
like this?

I don't fancy having to pay £25 just so someone can tick
a box on their accounts screen to change the speed of my service,
but presumably a 'new customer' would also have a charge
for 'installation', or 'account set up'.
