Nearly 3 Weeks?

Hi,

What is the average time taken for NTL to find an engineer to sort out a
faulty phone line? I have been 'quoted' nearly 3 weeks, so it would be
quicker for me to dump NTL and get a BT line installed. Can I just terminate
my contract with immediate effect on the basis they are not fulfilling a
non-existent service level agreement, or am I going to have to go through
the months notice period?
