conn interupts in Farnborough (near Guildford)

Been having connection problems for about the last 3 weeks, i only use the
512k cable modem for gaming (q3 to be exact). Basically after 1900 the
service is un-usable, major packet loss. I have been told that there is a
'problem' with the DHCP server in Guildford and that they are wating for
parts from the USA.
I don't fully understand DHCP but as far as i know all it does is give me my
IP address. I would have thought that if there was a problem with DHCP then
i would lose connection as soon as my IP changed or expired. A guy i spoke
to today said that it may be related and that it is effecting our upstream
connection between Guildford and Farnborough. Apparently this server/router
(whatever it is) has been knackered since 24 Oct and there engineers are
waiting for parts (must be a pretty strange bit of kit if it take 'em this
long to get parts for it). Is there any1 here thats lives near the Guildford
exchange or goes throught it for gaming (Demon and Jolt servers both go
through it) and has been having problems over the last few weeks?
