It doesn’t answer how an org with 2016 is supposed to acquire 2019 for the call to action.  I have smallish clients that would probably do this as soon as 2025 is released, but don’t want to spend several thousand dollars on licenses and CALs that are only going to be obsolete 9 months later.  If they are turning 2019 into a “free upgrade" to 2016 while we await SE, that’s fine… but I doubt that’s the case.  If they started with the subscription now, allowing 2019 to be acquired under the subscription (and assuming the subscription is an annual subscription) that might work…

 

Anyone have any further insights on this?

I’m guessing the weekend will come when you’ll install Exchange 2019 CU15 followed immediately by Exchange SE.

 

That’s what I think is implied…
