Introduction
The Connecticut Alliance to End Sexual Violence is seeking proposals from qualified organizations or consultants to complete systems mapping of Connecticut’s regions, detailing the needs for sexual assault prevention efforts across the state.
About Connecticut Alliance to End Sexual Violence
The Connecticut Alliance to End Sexual Violence (The Alliance) is Connecticut’s statewide anti-sexual violence coalition, comprised of nine community-based sexual assault crisis centers, a post-conviction victim services program, and a legal services program, working together to prevent sexual violence and ensure a comprehensive network of support for victims and survivors.
For more than 40 years, The Alliance and its member centers have provided free, confidential, victim-centered, culturally responsive, and trauma-informed services statewide to victims of sexual violence, regardless of age, gender identity or expression, race, ethnicity, sexual orientation, ability, religion, income, immigration status, language, or when the harm occurred, with a strong commitment to reaching underserved populations facing barriers such as poverty, geographic isolation, and limited access to essential services.
The mission of The Connecticut Alliance to End Sexual Violence is to prevent sexual violence in Connecticut and foster a statewide network of support for victims and survivors.
Project Background and Purpose
In 2024, The Alliance conducted an internal capacity assessment of its coalition’s nine member centers to identify barriers and facilitators in implementing primary prevention efforts. The Alliance has developed an internal strategic plan, brought together statewide partners to advise implementation efforts, and held internal trainings to build foundations for primary prevention efforts. The Alliance and advisory board identified the need to analyze external gaps and barriers to inform and implement more effective primary prevention statewide.
The Alliance aims to use systems mapping, relationship mapping, or a similar methodology to identify subpopulations and areas in state systems (e.g. DHMAS programs) to implement sexual assault primary prevention efforts across Connecticut. The goal of the project is to provide the coalition with actionable steps for partnering effectively with state stakeholders, embedding prevention in current state agencies’ work, creating roadmaps for subset populations, and identifying programs for member centers to implement locally.
Scope of Work
The selected contractor will conduct a comprehensive systems or relationship mapping project by completing the following activities:
• Literature Review and Review of National Best Practices
The contractor will review national and state research related to embedding primary prevention work within state agency work. The contractor will identify models or practices used in other states or by other state agencies in Connecticut to guide the mapping project.
• Systems/Relationship Mapping and Analysis
Based on the literature review, the contractor will determine the mapping action plan and prepare mapping tools. Mapping activities may involve conducting focus groups, surveys, interviews, and/or other structured discussions with state agencies identified by the Alliance.
State agencies may include:
- Department of Mental Health and Addiction Services
- Department of Education
- Department of Public Health
- Office of Policy and Management
- Department of Social Services
- Department of Developmental Services
The contractor will develop a comprehensive analysis demonstrating strengths, gaps, decision points, system interactions, and key areas for intervention.
Deliverables
• Executive Summary and Comprehensive Written Report
The contractor will develop a detailed written report of the literature review, project methodology, and mapping analysis results. The report should identify system barriers, target subpopulations, actionable steps for implementation, and opportunities to embed primary prevention in existing state work.
The contractor will summarize the key takeaways in a public-facing executive summary to present, support grant applications, and build partnerships with legislatures, schools, and state agencies.
• Roadmaps for Subset Populations/Sectors
The contractor will produce visual representations and recommendations for statewide partners. Subset populations may be identified through the mapping and include legislatures, schools, and state agencies.
Timeline
The anticipated project deadline is January 2027.
Applicants must provide a proposed work plan outlining major phases and milestones of the project based on the timeline. Applicants may propose an alternative timeline if necessary.
Qualifications
Applicants should demonstrate strong experience in statewide research, system assessments, systems or relational mapping, multidisciplinary system analysis, and qualitative research.
Applicants with experience in statewide research, trauma-informed research, and primary prevention of sexual violence topics are strongly preferred.
Proposal Requirements
Interested parties should submit a proposal detailing their qualifications, proposed strategy, and plan for project execution.
Proposals should include detailed responses to each of the following:
• Background, role, relevant qualifications, and experience of any team members who would be directly involved with this project, including but not limited to experience conducting research and analysis, systems evaluation, or other analysis related to anti-violence work or other complex social issues.
• Applicants should demonstrate their understanding of the project goals and describe their initial ideas for project methodology and execution. Include research methods, analytical frameworks, and a comprehensive project strategy.
• Applicants should provide their proposed timeline for completion of the project within the expected timeline. This should include the overarching phases and milestones of the project.
• Proposed budget and completion cost, including personnel costs, project expenses, and budget computation rationale. Also include any specific requirements for billing.
• Three (3) past or current client references and examples of prior work.
