Actually, I have a couple of questions.

When I change the solution build configuration to NET40-Debug, a target framework for NSusbstitute project remains .NET Framework 3.5

I need to target .NET Framework 4.

When I try to change a target framework for NSusbstitute project explicitly VS says "Bla-bla-bla, it will be done". After that, when I reopen a property panel I see that nothing has changed!

This works for me in VS2013:

VS menus: Build -> Configuration Manager -> set "Active solution configuration" to NET40-Debug

The other option is to try run the rake build from the command line. Here's the full build we use for release: https://github.com/nsubstitute/NSubstitute/wiki/Release-procedure
(you won't need to generate_docs).

I did all the same. Then I checked Target Framework of NSubstitute project and there is .NET Framework 3.5
Visual Studio 2012 Update 4.
