version 0.39 for bionic?

Hey there, 

We are planning to upgrade our version of nsscache from a local mod to 0.39 since nested group support was added. 

As we want to bundle that in alongside an os version upgrade I was wondering if anyone has considered upping the distributed version for bionic? It looks like what's shipped now (https://packages.ubuntu.com/bionic/nsscache) doesn't include those fixes. 

If not I was planning on doing so myself, and so if there is any glaring reason not to submit it would be good to know. :)

0.39 is in Debian testing https://tracker.debian.org/pkg/nsscache so you should be able to file a request with Ubuntu to pull in the update.  Please go right ahead with the request!
