Is there a way to auto-consume a topic without a queue?

In some cases we want to publish messages to a topic but if there are no queues, we don't want the topic to keep backing up and queueing up messages. Is there a way to specify that it shouldn't queue messages or that it should "consume" them to a dead-letter queue or something of that nature if there aren't any queues available?
