Hello Aman,
UWash CS is a hard nut to crack, good luck with that. I have only seen IITians getting through UW CSE.
Regarding, scholarships, these days universities fund you with TAs/RAs or other on campus jobs that pay you hourly. There are a few ways to get scholarship in India, but getting one in the US (being an international student) is not that common. As far as I know, PhDs get a few here, that too after their 2nd or 3rd year of PhD, and that is called a fellowship. Companies or research organization offer these and you need to be doing research for that (for PhDs only). I am not aware of sources in India, but I knwo for sure that they exist. Check out from other people on the group.
For RA, emailing professors usually does not prove fruitful. Your best option is to work for a professor from your field for free or hourly stipend during the first (semester/quarter), impress him/her with your work and you are set for the rest of your Masters. Series of RAs will follow. And the best part is, a professor will never make you work for free. These guys just want to see your work before they offer you a position in their lab. You wont be working too much either when you are working for them for free (first semester/quarter).
For TA, knock doors of every engineering and applied sciences department with your resume when you reach the university. Sometimes TA positions are posted online. Sometimes they are only for PhDs, sometimes they only hire students from their respective departments. It all varies from university to university.
I hope these pieces of information help you. Nonetheless, my source of information is my experiece at the UW and what I have heard from people around the US.
My last few cents of advise, apply to some middle profile universities too, just to be safe.

Hi Aman
I agree with Shey mostly...Both Uwash CS and CMU Robotics are pretty hard nuts to crack, but as far as I know, Georgia tech gets a LOT of Indians for their CS program.
This is mostly with respect to Gatech only..but Masters students are generally hired as graders in the department, which means that they get paid hourly but have to manage their own tuition fees..but CS students generally get RA opportunities in other departments that need programmers, which means that you can get a tuition waiver as well. But this mostly happens in the second term only, so be prepared to fund yourself for the first semester. However, I would still advice you to talk to profs before you come, not for RAs but for small projects that you can work on for credit. Most profs take only a couple of students in each term, and if they like your work, they tend to hire you on as an RA in the next term. So mailing profs does not really go waste.
As regards scholarships, as Shrey said, there are a number of organizations in India that offer scholarships to students studying abroad. Some of them are loan scholarships, while others are grants. Either way, not too many people apply, so you have a good chance of getting something, and I am pretty sure that any small amount is useful. I would suggest that you look at www.scholarshipsinindia.com, where most of these are posted regularly.
All the best in your university hunt.
Regards
Vidya

Thanks a lot for your prompt replies. I am planning to apply to univ of Michigan and Austin Texas also in near future.
I had one more query how much difference is there in doing Master's from France as compared to US. I have got an offer in Ecole Univ ( ranked 31 in world) for Master's as I worked there as summer intern. Also I have applied for 3 scholarships, which I hope, I will be able to crack one of them.
My interest areas are computer vision, image processing and artificial intelligence. Can you please tell me respect to these how much it gonna make difference.
Thanking You
