1. The whole training is not structured as a coherent theme, but offers instead bits and pieces of information here and there, which often are not relevant to one another or cannot be built upon one another, making it hard to sieve through and capture enough substance to be useful for applying or comparing to Thailand's or other context. It will be more useful if the theme of the training is more well-thought through. Some class exercises could be introduced to shape participants' learning. More interactive discussions should be encouraged to provide opportunities for the trainers to understand the participants' context and allow the trainers to offer their insights from the experience they gained in the UK case, which could also be useful to other context. This way participants can learn what questions get asked, criteria for consideration, challenges faced and overcome, etc, and then can understand more of the why and how of doing things rather than just about what had happened.
2. The counterpart discussions weren't exactly what I had expected. It was not the opportunity to meet with counterpart civil servants in respective departments in the UK government, nor with those working on Thailand, ASEAN, etc. It may be better to allow participants to choose their own counterparts, perhaps through coordination with the British Embassy, for those who wish to. This may result in more relevant and fruitful discussion, and even networking for future work.
3. Too much traveling in 2 week's time. Suggestion to base in London and with one 2-day visit to a local government, allowing a chance to see their actual work e.g. how policy from central govt was actually turned into action at local level.
4. Leadership part can be more effectively integrated since the beginning e.g. through short exercises/assignments, not scrammed up only in the last 2 days.
5. There seems to be a lack of communication between the course coordinators, and scheduling needs to be improved to allow for enough flexibility to manage a large group of people.
