I can't get my app to be truly full screen (hiding the Notification/Status bar, OnScreen buttons, etc.) on my Android (LG G-Pad) tablet (it's the only one that I have tried it on so far).
I have set the form to fullscreen. Does the form position setting have to be of a specific type, or other settings that I need to use to achieve this?

That's not quite what fullscreen means. Fullscreen means the form size will fill the full area the browser gives it, but does not get rid of stuff put on the screen by the browser or Android.
Try saving the app to your home screen - you should lose some of the extra stuff.
