I am applying for Office Administrative jobs in my city and for most
jobs, I am given several options for submitting my resume:
1) by hand delivery
2) by postage
3) faxing
3) online/ email

When I call the companies, the receptionists say all avenues are
equally acceptable but I suspect that there must be one, MOST
PREFERRED method for the human resources staff. I don't think it's
faxing coz I have seen how blurred some faxes are at the receiving
office. (Naturally, I am not talking about companies which explicitly
ask for a specific way of submitting resumes)

In this competitive market, being adequate is no longer enough: you
have to stand out.

Email. It's easier to forward to the real decision makers.

I agree. Receiving resumes by email also allows companies to import data
from the resume into their skills database so even if they don't have
anything available now, when something does come up and they search for
candidates you have a better chance of being noticed and then hopefully
called for an interview.

Just my 2 cents (ok...4 cents cause I worked in HR for a zillion years)

I like the theory of email, and a follow up fax. That way you know that if
something got stuck in a spam filter - remember that sometimes mail servers
have tight filters on them, and sometimes your ISP might be on the banned
list for whatever reason - your resume still gets through.
