How to implement scheduling Algorithm

to Network Simulator 2 (NS2)

Dear Sir,

I want to implement a scenario in which vehicles send 10 MB packets to RSU and RSU schedule them to another destination using First Comes First Serve (FCFS). I am new to simulation world , should NS2 appropriate for this or use another softwares too.

Also please guide me
