I have fixed that link; thank you for pointing it out.
Please note that there is already a substantial effort towards FACK and DSACK and the code is in review right now (see: https://gitlab.com/nsnam/ns-3-dev/-/merge_requests/2406, https://gitlab.com/nsnam/ns-3-dev/-/merge_requests/2405). An older implementation of RACK is found here: https://gitlab.com/nsnam/ns-3-dev/-/merge_requests/34; perhaps it could be updated and proposed again.
