The problem I face is with the concept of UL PDCP Packet Delay per QCI(36314 - 4.2). In the document it is written that "The objective of this measurement performed by UE is to measure Excess Packet Delay Ratio in Layer PDCP for QoS verification of MDT" and that a delay is considered as "Queueing delay observed at the UE PDCP layer from packet arrival at PDCP upper SAP until the packet starts to be delivered to RLC, the packet belongs to a data radio bearer with QCI = qci"
Now this is where i do not understand what does he mean by from Packet arrival at PDCP upper SAP and what does he mean by delivered to RLC.
For me it is the time from which the packet arrives from PDM (inform of IP packet) up-till PDCP SDUs are delivered to RLC (before RLC converts them to its PDU).
But this delay is probably never this much(Minimum delay parameter is 30ms). So what is the use of this measurement.
Can you help me with this.
