X2 handover with channel errors

According to the documentation: 

"As mentioned in the Design Documentation, the current implementation of handover model may produce unpredicted behaviour when handover failure occurs. This subsection will focus on the steps that should be taken into account by users if they plan to use handover in their simulations."

what does it mean that unpredictable behavior may arise? Does that mean that the simulator may crash?

It's unpredictable: simulation results might be unrealistic, or the simulation might crash because an unforeseen/unhandled event is detected.
