lte RecvRrcConnectionRequest twice

I ran laa-wifi-outdoor.cc with the following configuration

./waf --run laa-wifi-outdoor --command=%s --cellConfigA=Laa --cellConfigB=Wifi --lbtTxop=8 --transport=Ftp  --ftpLambda=0.5 --duration=12 --cwUpdateRule=nacks80 --laaEdThreshold=-72.0 --simTag=eD_-72.0_ftpLambda_0.5_cellA_Laa --outputDir=results --wifiQueueMaxSize=2000 --voiceEnabled=1 --ns3::LteEnbRrc::DefaultTransmissionMode=2 --RngRun=4

 The meesage appeared at around 0.27s as "unexpected state ConnectionSetup". I logged it and found that for a node the UeManager::RecvRrcConnectionRequest is called twice. When I changed a RngRun, the problem disappeared.
