DCE-1.10 is not compatible with Ubuntu 20.04. It may work for Ubuntu 16.04.
I suggest DCE 1.11 components on Ubuntu 16.04 for the time being.
DCE-1.11 is the most recent release.
If you need to use Ubuntu 20.04, you will have to use a DCE development
version, which is not yet part of the github repository. The dce-1.12
and dce-quagga-1.12 versions on this branch should work:

I'm planning to try to get DCE 1.12 released later this month.
