Modifying the HARQ operation

Hi all,
I have been trying to modifying the HARQ operation (for synchronous uplink retransmission) in lte. According to 3gpp, data sent by UE (on PUSCH) is acknowledged (ACK/NACK) by eNodeB on PHICH  (which generally leaves about 3ms for eNodeB processing). I am trying to modify this behavior for my experiment. After searching the code many times, I could not find the place where this could be happening. I am wondering if "UL_PUSCH_TTIS_DELAY" indicates the delay for same operation. If anybody could help with me with this, it would be great.

no, UL_PUSCH_TTIS_DELAY is for another purpose.
