How would I go about implementing Inter-frequency handover in LTE ?

Hi, 

I just learnt that the LTE module does not support inter-frequency handover. As I understand, one of the reasons is because the UE RRC does not implement measurement gaps during which the UEs can measure the signal to neighboring cells at the frequency they are not currently tuned in on.  

Is there some kind of band-aid fix to this issue if I do not care about the UE RRC implementation following the standard ? Is there some way I can implement inter-frequency handover without implementing measurement gaps etc. if I am not super keen on keeping this handover standards compliant ?
