How can I find the neighbor IP address from their MAC address at the network layer ?

You can't without a "God mode" trick.

But why I can't find it in the arp protocol ?

You'll find in the ARP table once the two nodes will establish a communication, not before. Also, mind that the ARP cache is periodically purged...
