All the packets are getting dropped and congestion window data is empty

I created 5 on off application and 1 bulk application at the first node. starting and stopping at various times to visualize the change in congestion window size in case of different TCP congestion control algorithm. But all the sent packets are getting dropped. Can anyone suggest what is the mistake? The code I have written is attached for the reference what I have been doing.
