I think the file location and the program execution path do not match.

Execute first.cc this file location in ns-allinone-3.31>ns3.31>examples>tutorial
and you must run that file like follow that:

No, this is incorrect advice (to use sudo).

Run it like this:

./waf --run first

there is no need to include the relative path when running an ns-3 C++ program.

If that does not work, then there is something unusual with the build.  I recommend to start over, building ns-3 as an unprivileged user (i.e. not as 'root' user).

First of all copy the first.cc file in the scratch folder. Then run the command Omar@localhost:~/ns-allinone-3.33/ns-3.33> ./waf --run scratch/first

these errors suggest to me that you originally compiled ns-3 with root
privileges (i.e. with sudo or in a root shell), and now are trying to
compile as an unprivileged user, and you cannot access header files in
the build/ directory anymore.

You need to remove the build directory (which may require sudo to
complete), and then reconfigure and build _without_ sudo or root shell.
