Bandwidth estimation in ns-3.30

I want to implement a bandwidth measurement technique.

The network topology implements multi hop in a wired environment, and the bandwidth is to be controlled using competitive traffic.

However, even if bandwidth is adjusted using contention traffic, no delay occurs in packets sent by UDP clients. I would appreciate it if you could tell me how to troubleshoot bandwidth throttling.
