The bug of the RIP version

In the ns3, RIP is defined in RFC 2453.  As we know, it's RIPv2.

But in the ns-3.26 rip-header.cc:196, the code is "i.WriteU8 (1);", which means the version is 1.

it will bring some problems when we parse these packets.
