How to make lte handover fail by using lena-x2-handover-measures.cc

Hi every body.
i have a question about handover in lena-x2-handover-measures.cc:
1) How to make handover fail in lena-x2-handover-measures.cc ?
2) How to know frequence of two enodeb in above example? Does it same each other?
im new ns3, Kindly guide me?

and once you will read this design doc i think you will find the answer to your second question aswell.
