They are able to associate if you use latest ns-3 version, management frames are now sent at a basic rate as per standard.

However, since 802.11ax is only supported with constant rate, you will have to specify a VHT rate in your constant rate manager settings.

The problem is that if AP has DataMode set to one of the HE MCS values, the 802.11ac STAs are unable to associate. This is because Association Response from AP uses the DataMode in WifiTxVector as it is a non-unicast frame. 

Any plans of extending ApWifiMac and WifiRemoteStationManager so AP can use different DataModes depending on the STA capability?
