how can i get delay and bandwidth of network?

Hi,all:
I'm doing a test,I sent a packet from sender to receiver through router ,now I set DataRate = 5Mbps,and set Delay = 2ms,but if i want know the real value of datarate and delay in  network,because i need this two value to estimate that if network is congestion ,what should i do?

These two attributes are the real values.

so if i want to get these two real values,all i can do that is to measures it by myself.
